Our Federal Government client is seeking to engage an EL1 Team Lead, Clinical Incident Management on a contract for 12 months.

Position Overview

A challenging and exciting opportunity exists for a talented individual with clinical experience to help shape the future direction of services within the Agency, ensuring Clinical decisions are at the forefront of everything we do. Sitting within the Operations branch, managing day to day incidents involving the Record system including infrastructure, privacy, security and clinical risks, this position provides management support to the Agency's Governance and Quality Assurance functions in accordance with the Event and Incident Management Framework, with a strong focus on clinical safety and adherence to the Agency's Clinical Governance Framework. In addition, this position is responsible for driving continuous improvement and change management across clinical risk, quality and safety functions. The multidisciplinary position entails the use of excellent analytical skills, problem solving and clinical judgment, with an understanding of business needs of different areas within the Agency. This position also participates on a 24x7 rotating on-call roster component to provide emergency incident response and requires the understanding of technology and business functions.

Duties & Responsibilities:
Managing incident governance processes, including attendance at governance meetings and maintaining governance and audit documentation.
Ownership of clinical quality assurance processes for management of incidents with potential impact to clinical safety by liaising with internal and external stakeholders and clinical safety subject matter experts.
Attending technical bridge calls/conference calls with external and internal Agency stakeholders and providing clinical oversight in Agency's responses to incidents.
Providing the Agency with recommendations for containment, remediation of impact and restoration of services for incidents to manage potential risks to patient safety.
Liaising with health care providers and healthcare organisation representatives as part of incident response activities.
Undertaking clinical assessments to achieve 100% clinical oversight for all issues reported to the Incident Management Team.
Providing management of clinical incident processes in line with standard industry guidelines and practices, ensuring the objectives of Agency Frameworks are met in the processes, including adherence to Agency policies and relevant legislation.
Assisting in transition of incidents with impact to clinical safety to problem management.
Leading a small team of Clinical incident coordinators to deliver organisational outcomes of the Clinical Incident Management function.
Reviewing and improving the comprehensive procedural framework for the management of clinical incidents to ensure clinical risks are being identified and managed.
Initiating, producing, reviewing and collating reports in relation to clinical incident management for internal and external audiences.
Leading the strategic delivery of continuous improvement initiatives.
Providing feedback to Clinical Incident Coordinators based on analysis of QA and KPI requirements.
Managing stakeholder expectations in the delivery of Incident Management functions.
Adhering to the Agency Values and Code of Conduct.
Following all Agency policies, procedures and instructions and take reasonable care for your own health, safety and wellbeing in the workplace.
Establishing new clinical incident management processes to support Agency frameworks and aligning processes to requirements of multiple Agency Frameworks.
Working collaboratively with other Branches and business areas across the Agency to embed clinical incident management within the context of broader incident response activities, including compliance with legislative obligations and policy requirements, where applicable.
Aligning Agency clinical incident response capabilities in line with standard industry guidelines and practices.
Enhancing clinically focused reporting capabilities.
Establishing governance and quality assurance for clinical incident management in the Agency.
Building corporate knowledge of complex IT infrastructure supporting digital healthcare systems in Australia to inform Agency's clinical incident management processes

Clinical background is a requirement, a current clinical registration will be advantageous
Basic understanding of IT service delivery focused on incident management, including the management of teams working together in complex professional environments.
Excellent management, problem solving, interpersonal, and organisational skills.
Excellent written communication skills and experience with complex stakeholder management.
Strong clinical analysis skills with demonstrated experience in clinical quality assurance and governance.
Excellent coordination skills with proven experience in managing complex clinical investigations.
Excellent ability to work effectively with clients, customers and executive management personnel.
High degree of initiative, responsibility, reliability and proactive action.
Very structured and self-reliant ways of working.
Pro-customer orientation on a high level and skills to manage relationships with healthcare professionals.

Demonstrated recent experience in clinical healthcare settings.
Experience of the Australian health sector, digital health will be desirable.

Understanding and experience in the principles, processes and application of clinical governance and assurance in a healthcare environment or supporting digital health platforms.
Prior experience providing secretariat and coordination functions for incident investigations in a multi- vendor environment will be advantageous.
Prior experience working in an on-call position outside normal business hours (24 hours, 7 days a week) will be advantageous.

Mandatory Requirements:
The successful candidate will be required to have a Baseline security clearance.
